The 2nd China Local Government Governance High-level Forum of 2020 Smart China Expo Online (hereinafter referred to as 2020 SCE) was held at Days Hotel on September 14, 2020. The forum invited experts, scholars and outstanding entrepreneurs from national high-end think tanks, well-known universities, enterprises and scientific research institutions to report, and exchange discussions around the integration of big data intelligence and governmental emergency management innovation, in order to explore new governance mechanisms, improve local governance systems, and modernize governance capabilities.
Xue Lan, professor of at Tsinghua University, gave a keynote speech on " Data Governance and Emergency Management". He pointed out that the core of emergency management is data, information and knowledge. Taking natural disaster risks as examples, he introduced the significant role of data and information regarding to various events, as well as the features of date and information such as non-competitiveness, ambiguous ownership and scenarios-determined value. He also elaborated how data governance help emergency management, which is to develop better emergency plans based on past experience and scenario construction.
Jiang Xiaoping, professor at Sichuan University, presented a speech on "The Value Orientation and Action Logic of Chinese Urban Community Governance". She firstly showed the history of how human pursuit urban civilization and a better life, and then revealed the nature of urban community governance in terms of "the past and the present", "the international and the domestic", "the urban and the rural". Last but not the least, she talked about the essence and premises of urban community governance, and showed the "Chengdu Sample" of community governance.
This forum was hosted by the Smart Expo Committee, and co-hosted by Chongqing University, Chongqing Collaborative Innovation Center for Local Governance and Chongqing Federation of Social Sciences Circles.
