Chen Sheng,Professor,School of Public Policy and Administration, Chongqing University, Chongqing, China. He is a Postdoctoral fellow of Tsinghua University, specially-appointed expert of the Chongqing Municipal People’s Government Emergency Management Expert Group. His research interests are government governance capabilities, informatization and big data, urban and rural coordination, and development planning.
